Maybe you’re doing this intentionally, but I always thought that the lyric was “you’re the only one that can not forgive yourself”. As in “everyone else has gotten over what you did, maybe you should, too”.
A quick check of some lyrics sites seems to support my theory, and I think it makes more sense in the context of the song. Then again, I have been wildly wrong about song lyrics in the past, so it’s possible that your quote is correct.
He says “You’re the only one who blank forgive yourself” twice. I’ve always heard the first time as “can”, and the second as “cannot”, which is exquisite parallelism and very Vedder (cf. Grievance). I think this is supported by live recordings, but it is conceivable that he always swallows the “t” on the former, saying “can['t]“. I don’t believe so, however.
